I didn't find a finish trigger, but I believe that empty room you have to open is meant to be the end.

Pick up some Uzis in the middle of the structure to the right, drop in the hole and kill the two panthers. Climb up on the other end and, from the elevation on the ground, jump to the arched ceiling. Hop across and push the lever. Dive and swim through the small passage to find the KEY. Return and use it by the lever, enter and pull the underwater lever. Return and the other door will be open.
